This is a regular web forum, the easiest to access, but does currently only have little activity and is plagued by spammers. Just register and start posting! The author of REBOL, Carl Sassenrath sometimes takes a peek in here to answer questions for new users.
The Mailing List
The mailing list is a third party managed list by the people at rebol.org. It's my impression that this format is what most people prefer and a lot of interesting and heavy discussions can happen there. I look in on this list from time to time, but may sometimes experience down-time problems. This is usually because of the ISP, rather than the rebol.org maintainers.

AltME
This is a highly efficient persistent real time group chat system similar to IRC, but made entirely in REBOL. The system is divided into "chat worlds", where one of these worlds is called "REBOL3". It's called that, not because of the new version of REBOL coming out, but for other historic reasons too detailed to get into here. You can read more about it here.
This is where I hang out the most as well as most of
the REBOL Technologies. All sorts of discussions
happen here and given the persistency (you don't
loose a message, even if you're logged out), it
provides a nice and simple way to carry conversations
across many days in IRC or instant messaging style,
plus it's very stable. It is managed by Safeworlds
Inc. The downside to it (some consider it an
advantage), is it's darknet nature; It's closed off and
invite only, but you can read some of the groups
from the REBOL3 world here.
Being a darknet helps keeps the noise down and the
spam level is zero, but makes it a bit harder to
access initially, if you don't know how. Fortunately
it's easy to get an invitation and they will let
anybody in.
How to get an invitation:
- Prepare your information: The sign up process requires your: 1. full name, 2. your wanted nick name and 3. your email address to send the login information to. If these things aren't posted, no sign up will happen. Simple as that.
- Either post this information on my contact page, and I will forward your request to the administrators. If I don't receive it (this is email you know), post it again in a few days.
- Or post this information on the mailing list mentioned above and someone there will do the same.
- Expect a waiting time of 24-48 hours, as this is done manually.
- When it's done you should receive an invite email with username and password.
What is common for all of them: There are many nice and scarily skilled people there. And then there's me.
